The Pacific Gas and Electric Company of California has been defrauding its customers by way of 'manipulated' electric bills. The electric bills being 'issued' are NOT a true reflection of the customers electric usage.
The Pacific Gas and Electric Company of California has been manipulating the monthly 'Baseline Quantity' of its customers. They have been CHANGING the amount of electricity that you are supposed to receive every month. Lowering it to generate a higher electric bill.
Correct Method:
1. When you subscribed for your electric service, you were given a monthly 'Baseline Quantity' (BLQ) of electricity for either 'commercial' or 'residential' use. This amount is supposed to be 'fixed' and NOT fluctuate like 'Water'!!!!!
2. You are supposed to be charged a 'specific' rate for this 'BLQ', unless you go 'OVER', which is shown in your 'Baseline Usage' (BLU).
3. If you go 'over' your 'BLQ' you are then charged an additional, and higher rate for each instance of 'overage'.
4. You would ONLY be billed ONCE per period. NOT have multiple billing periods for the 'same' month.
What PG and E 'IS' doing instead:
1. The Monthly BLQ fluctuates like 'Water'.
Example: The service started with a BLQ of 1,017.9Kwh, which was then 'lowered' to 842.4Kwh, then 'lowered' again to 245Kwh, which was then 'raised' to 982.8Kwh, etc. (example below)
2. The 'overages' were a result of the 'lowering' of the BLQ, causing multiple 'overages', which generated multiple charges (example below).
3. The 'charges' applied were the result of the 'lowering' of the BLQ for the period.
4. There are multiple billing periods for the same month. (example below)
Know that your 'electric' bill will show 'ALL' charges, for 'ALL' periods. So if you have KEPT ALL of your electric bills, CELEBRATE!!!! Because you can get ALL of 'that' back.
If you haven't kept ALL of your electric bills, you can still file your complaint on what you have. But as you can see from the example below, the MORE bills you have to show, the EASIER is it to see the FRAUD.
So if your 'electric bill' looks ANYTHING like the example below, then you need to contact the California Public Utilities Commission and file a complaint.
I recommend that you make a spreadsheet of your 'bills' like the example below for submission as evidence if you wish a 'quick' resolution. If you DO NOT send a 'spreadsheet' of your 'bills' showing the BLQ, BLU, and any 'overages' you WILL NOT receive ANY favorable resolution.

I found a new billing practice of PG&E. They are changing the cost of Power 'Generation' [check bill]. So that for some reason, the costs of generating Power from PG&E to your 'static' [non-moving] location somehow changes and becomes 'more' expensive for some months.

So in August 2011, after I was pre-qualified to have my 'outstanding' balance of up to $500.00 paid by PG and E;

I have NOT made any payments to PG and E since that time as they have 'continued' to engage in the 'same' billing practices as complained of.

So understand that I have NOT made any payments to PG and E for 'electrical' services since October 2010 as they have NOT given me 'honest' service.
And YES!!! PG and E has 'repeatedly' threatened to turn off my electrical service if I don't make a payment or setup a 'payment' plan. PG and E can not turn off my 'electrical services' as they have a MONOPOLY on electrical service in California!!!!!
As such, I have NO CHOICE but to deal with them, so for them to TURN OFF my power under those CIRCUMSTANCES is UNFORGIVABLE in any Court of LAW!!!!! So many violations of LAW in that simple action.
